EP vs BP vs CEP

Many pharmaceutical professionals still treat the European Pharmacopoeia (EP), British Pharmacopoeia (BP), and Certificates of Suitability (CEPs) as if they serve the same purpose. They are connected, but each plays a distinct regulatory role, and knowing the difference is essential for Regulatory, QA, QC, and CMC decision‑making.


EP vs BP: Who Controls What?

- EP is developed by the European Directorate for the Quality of Medicines & Healthcare (EDQM) under the Council of Europe. 

- BP is published by the UK Medicines and Healthcare products Regulatory Agency (MHRA) under the UK Department of Health and Social Care.


Where They Apply?

- EP is legally binding across all European Pharmacopoeia Convention member states and used by authorities including the EMA. 

- BP is legally enforceable within the United Kingdom.


How EP and BP Overlap?

Because the UK is a member of the European Pharmacopoeia Convention:

- All EP monographs are mandatory in the UK. 

- BP reproduces the full EP text and adds national content.


What BP Adds Beyond EP

- UK‑specific BP monographs not present in EP 

- BP (Veterinary) monographs 

- Additional appendices, analytical methods, and national guidance


Where CEP Fits In?

A Certificate of Suitability (CEP) is issued by EDQM to confirm that an API complies with the relevant EP monograph. It is widely accepted by EP member states and many global regulators.


A CEP demonstrates:

- Compliance with the EP monograph 

- Adequate control of impurities, solvents, and elemental impurities 

- Suitability of the API for use in medicinal products without requiring a full DMF review by each regulator


A CEP does not replace:

- BP‑specific requirements 

- Finished product specifications 

- Additional national monographs


The Cleanest Way to Remember

EP = Europe’s harmonized pharmacopoeial standard 

BP = EP + UK‑specific monographs and appendices 

CEP = EDQM certificate proving an API meets the EP monograph


Regulatory Takeaway

A claim of BP compliance means the product must meet:

- All EP requirements, and 

- Any BP‑specific additional standards


A CEP supports EP compliance for APIs but does not override BP or product‑specific requirements.
